Capital value system
- Capital value refers to the current market value of a property or land.
- Property valuation is determined based on the rates provided in the Ready Reckoner, which includes both land and building rates.
- The Ready Reckoner specifies per square meter rates for different areas and is periodically updated for a fixed duration.
Ratable value system
- The Ratable Value is determined by calculating the potential rental income of a property, minus specific deductions.
- For rented properties, the actual rental income serves as the basis for calculating the Ratable Value.
- For owner-occupied properties, the rental value is estimated using the Residential Letting Rate (RLR) method, which assesses the property’s rent-earning potential.

A comprehensive web-based system was developed in collaboration with VIPL to manage various aspects of property tax administration. It handles tasks such as inward processing, property assessment, demand generation, amendments to property records, and revised demand creation based on those amendments. The system also manages property tax collection, non-demand fees like schedule fees, receipt and refund generation, property surveys, historical property records, and property linking. Additionally, it includes an online payment gateway, penalty imposition, a citizen complaint redressal system, court case tracking, and the generation of notices and letters. It supports integration with third-party software and offers a mobile interface for tasks such as property measurement, inspections, and real-time property data access.
